A driver from New Jersey is accused of passing out drunk behind the wheel in an active work zone on Interstate 95 in Westchester County, NY, then nearly hitting a trooper as he tried to drive away, police said.
The incident a little before 11:30 p.m. on Friday, Sept. 5, in the town of Pelham, according to New York State Police.
Troopers said they found Ramiro Efrain Tarcoguaman, 27, of New Jersey, unresponsive inside a 2013 Chevrolet stopped in the northbound center lane.

Authorities are commending the extensive efforts of community members for their role in safely locating 18-year-old Archer Hands, who was reported missing on Thursday, Jan. 16.
Archer, a teen with autism, was last seen at around 1 p.m. on Wolfs Lane in Pelham and was found safe later that evening. Two Connecticut men, including one who was the subject of an hours-long manhunt in Westchester, face charges after stealing a vehicle, a submachine gun, and a semiautomatic handgun, police said.
The incident began on Monday, April 24 around 1:30 p.m., when Westchester County Police were alerted that a stolen black Audi from Fairfield County was traveling near the border of Pelham and Mount Vernon, according to the department.
