Rotanya Hargrove was alert and conscious when she was rescued at about 8 p.m., nearly four hours after a vacant, seven-story building collapsed onto two other buildings during a severe thunderstorm with gusty winds. First responders were dispatched to 281 Canal St. at approximately 12:20 p.m. on Tuesday, May 29, when a building partially collapsed with a section of the rear of the structure collapsing into the river.
